Black Video When Screen Sharing over Chrome 50 on Windows 10

When attempting to share your screen in an application window on Windows 10 and Chrome 50, you see a black video frame, both in the UI picker window and in the live stream that outputs into the session. Trying to publish application windows results in the content of each window being blacked out in the live session, so your users don't see the content you are trying to share.
